Windows 11 Upgrade and Computer Acquisition

Overview

Windows 10 will reach “end of life” in October 2025, meaning that it will no longer receive critical updates and needs to be replaced with Windows 11, a version that is very similar on the surface but has some underlying changes to improve security and enable AI enhancements where appropriate.

The vast majority of computers in the DOM will be upgraded through a software push during calendar 2024, and our institution’s Client Technology Solutions group has planned those upgrades. Guidance for existing computer upgrades can be found on the CTS website; however, some computers are too old or otherwise lack the necessary hardware for the Windows 11 upgrade and will need to be retired or replaced.

Action Items

About 250 DOM computers will need to be retired (if no longer needed) or replaced because they cannot be upgraded to Windows 11. Some of these computers are so old they may not be in use for Johns Hopkins work and therefore need not be replaced.

  • Computers to be retired must be returned to CTS for erasure and recycling; they may not be gifted due to restrictions around institutionally-owned equipment (and our nonprofit status). E-Waste Disposal can be requested via an IT Service Request on the IT Help Desk Self-Service Portal (Note: it’s best to inform your divisional administrator or their designee regarding E-Waste Retirement).
  • There are options for ordering a computer where replacement is needed, and these decisions are best discussed with divisional or grant administrators:
    • Outright purchase (single payment) through an IT service request
    • Lease structure with a monthly payment, known as CaaS
      • A benefit of this option, particularly relevant for some sponsored projects, is spreading the cost of the computer over time to avoid large peaks in spending
    • Whether purchased or leased, computers that attach to the clinical network also require a support agreement (currently $27.30 monthly)
  • NOTE:
    • Computing devices purchased outside the JHM procurement system cannot be reimbursed.
    • Computers not purchased through JHM procurement, as well as those lacking an ongoing support agreement (i) should not be used for work in clinical/adjacent contexts and (ii) will have JHM network/data access limitations
